On May 4, 2011, Tashkent hosted an
international roundtable on “New Conceptual Approaches in Formation of
Contemporary System of International Relations”. The event was organized by the
Center for Political Studies in collaboration with Konrad Adenauer Foundation.
The roundtable was attended by
experts from Britain, Germany, India, Spain, China, Kazakhstan, Pakistan,
Russia, Singapore, Tajikistan, Uzbekistan, Japan, representatives of
international organizations, diplomats and others who specialize in the issues
of world politics, economics and global development.
Dr. Murat Laumulin, Chief Scientific Officer of the Kazakhstan Institute of Strategic Studies under the President of the Republic of Kazakhstan noted that if we evaluate the processes that are taking place today in Central Asia, the geopolitical factor in them are greatly outweighing, for example, in the resource capabilities. According to him, Central Asian countries have long been an integral part of a global system of international relations and one of the indicators for that is their full membership in many international organizations and financial institutions. M.Laumullin asserts that there is an orientation on Europe in the region, both on economic, informational and cultural terms, primarily in Kazakhstan. However, such a European dominance may still be questioned in the near future, because the region strengthening economic ties with China.
Dr. Valery Fadeev, Chief-editor of “Expert” magazine (Russia) in his speech mentioned the moral and ethical side of “soft power”. According to him, “soft power” is a powerful tool, while it can be used for both positive and negative purposes. V.Fadeev brought to the forefront the economic and technological factors as one of the elements of maintaining stability in Eurasia. He outlined the importance of ligament “European Union - Russia - Central Asia”, whereas Russia’s economic integration with the EU based on the formula “technology in exchange for resources and markets” should help to eliminate Russia’s technological lag. In case if such integration occurs, it shall then also benefit Central Asia, given the interconnectedness of the interests of all these actors.
The search for optimal strategies for the effective development and multi-beneficial cooperation, both on regional and global levels are relevant and important to the region of Central Asia and Uzbekistan in particular. In this context, Dr.Kirill Tanaev, Director General of the “Effective Policy Foundation” (Russia) underlined the importance of inter-state structures that operate in the CIS. Despite the fact that many of them pursue different goals, their positive impact is quite visible. For instance, the CIS has reduced the negative effect of disintegration of the former Soviet Union and helped to establish productive linkages between CIS countries on new and mutually beneficial grounds.
In the framework of roundtable, discussions concerning the prospects for global economic and financial system, changes of well-established political and economic balance of power, as well as opportunities of scientific and expert community to develop new concepts that can ensure the positive development of global processes were fruitfully discussed during the roundtable.
