Uzbek-Russian roundtable

An international roundtable conference «The condition and prospects for the development of democratic institutions and processes: Uzbek and Russian experience» was held on November 14-15, 2006 in Samarkand.

The Roundtable was organized by Regional Policy Fund (Uzbekistan) and Russian Fund for effective policy (RFEP). The event was attended by high-level representatives of the russian expert community.
   
Among them were the RFEP President G. Pavlovsky, RFEP Director General K. Tanaev, The chairman of globalism and national development strategy commission in Public Chamber of Russian Federation A. Migranian, Director of the Institute of Political Studies, S. Markov, Moscow News and «Political Class» editor-in-chief  V. Tretyakov, director of the Russian Institute for Strategic Studies E. Kozhokin and other notable experts.
   
Uzbek side was represented by Director of Regional Policy Fund S. Jurayev, Deputy Minister of Economy of Uzbekistan G. Saidova, Chairman of the Committee for Democratic Institutions, non-governmental organizations and self-governing bodies in Oliy Majlis, director of the Centre for Human Rights A. Saidov, Director of the Institute for Civil Society Studies M. Usmanov, the Deputy Director of the Centre for Political Studies S. Rustamov, director of Institute for Strategic and Interregional Studies Khudoiberdyev B. and other experts.
   
Intensive discussions were held and exchange of views had been done on various issues and areas of the development of democratic civil institutions, regional security. Particular attention was paid on deepening and accelerating democratic processes, social-economic and political reforms in both countries, and the problems of challenges and threats to civil society development institutions and the ways of overcoming them. Besides, Uzbek-Russian cooperation perspectives were raised the frames of ensuring security and stability in Central Asia.
   
Uzbek and Russian experts agreed that democratic institution development must be conducted in a step-by-step manner, taking into account national patterns. Democracy can not be imposed from outside by any kind of technology and political management. This can be illustrated by Iraq, Ukraine, Georgia, Kyrgyzstan etc. where outer interference lead to destabilization and civil war, or slowed economic and social-economic development, making them means of a game.
   
Experts noted that the democracy development and civil society consolidation process depends on effective collaboration of government and the civil representatives. In this case, constructive cooperation mechanism was considered preferable. Participants noted that the model of confrontation   used by some forces in some countries of the post-Soviet only leads to instability in society and slows progress in the development of true democracy. Roundtable participants were unanimous in their view that the development of democratic institutions is a long-term process that needs to be kept under continuous assessment and improvement.
   
View exchanges had been made on development in sphere of implementation of Uzbek and Russian ideas. In this context, the efforts of Uzbekistan to empower political parties were positively assessed. Mahalla - the traditional Uzbek civil government institution drew particular interest. It was noted that Mahalla runs an important role in moral upbringing of the young generation. Mahalla lends itself to a live contact between people, and an opportunity for close communication.
   
The head of Analysis Department of the Centre for Political Studies R. Mahmudov in his report raised the issue of activity of the independent think-tanks (on the example of uzbek-russian cooperation), development of analysts, as a significant factor in the formation and effective civil society.
   
Experts noted that the position of Uzbekistan and Russia are completely consistent in regional security aspect. Russian analysts underlined the key role of Uzbekistan in maintenance of peace and stability in Central Asia, its efforts against the spread of extremism and international terrorism. The policy of tolerance and confessional stability has been greatly contributed in Uzbekistan. Experts expressed their hope that the two countries will continue their efforts according to provisions of the Allied treaty between Russia and Uzbekistan.
   
Round Table participants also visited a number of educational and sports facilities in Samarkand that were result of the implementation of social and educational programs. Russian guests marked the efforts of Uzbekistan of in establishing new schools and colleges, noting that the large scale construction enhance the educational level of young people and strengthen the bases of a secular society in Uzbekistan.
